  1. Open only to eligible Black businesses located and operating in Pine Bluff, AR
  2. Be a for-profit business
  3. Registered in the State of Arkansas
  4. Operated for at least 2 years.
  5. You must be at least 18 years old

In 1899, sociologist, historian and civil right activist W.E.B. Du Bois conducted research on Black wealth in the United States. Pine Bluff had the fourth highest rate of Black wealth in the nation. However now it’s one of fastest shrinking cities, with poverty higher than the national average. With more than 76% of its residents African American, it is time to return Pine Bluff to its heyday as a prosperous cultural urban epicenter within the Mississippi River delta.
